When you decide to become a member.
There is a nominal one-time initiation fee as well as membership dues that are collected on a semi-annual basis.
The initiation fee and dues cover expenses, such as your new member kit (including the basic manuals), subscription to the Toastmasters Magazine, and club maintenance.
